I started my card with a A7 Scallop Card from Creative Cuts and More.
I used one of my favorite {ippity} stamp sets called Party Hat Wishes. 

It's on sale right now for $14.20.  I embossed the chart in Rainbow Sparkle by All Night Media.  I embossed the party hats and sentiment in Red Metallic by Stampendous.  The flower gems are by Hero Arts and the circle gems are by Studio G.  I got that fantastic ribbon at Hobby Lobby.  They have the BEST ribbon selection and it always seems to be 50% off!
